What Is an Insurance Waiver for UPenn International Students?

All full-time international students at UPenn are automatically enrolled in the university’s Penn Student Insurance Plan (PSIP) each academic year.

However, UPenn allows you to waive this plan if you have alternate health insurance that meets the university’s coverage requirements. If your waiver is approved, the insurance charge around $4,450 annually and it will be removed from your student account. If you miss the waiver deadline or submit a plan that doesn't qualify, you'll be required to remain enrolled in PSIP.

What Are UPenn’s Waiver Requirements?

To qualify for a waiver, your plan must meet UPenn’s minimum benefit standards. According to school website, your plan must meet the following:

  • Plan must be provided by a company licensed to do business in the U.S.
  • Company must have U.S.-based claims processing and phone number
  • Coverage for pre-existing conditions
  • Annual maximum benefit of at least $2,000,000
  • In-patient and out-patient mental health care in the Philadelphia area
  • In-patient and out-patient medical care in the Philadelphia area (not just emergency only)

How to Waive the UPenn Insurance Plan

Here’s how international students can waive UPenn’s PSIP plan:

The waiver deadline for Fall 2025 is August 31, 2025. Your alternative plan must start no later than August 1, 2025, and remain active through the full academic year (unless you are graduating early).

Miss the deadline? You’ll be automatically enrolled in PSIP and responsible for the full cost, even if you later purchase private insurance.
